Gujarat government announces a five year housing scheme for 22 lakh dwellers of economically weaker sections and lower income groups

Gujarat government has announced affordable housing schemes for 22 lakh urban households in the state in five years. This includes rehabilitation of slum dwellers, a subsidy of Rs 1 lakh to families in economically weaker category and Lower Income Group (LIG) as well as an interest subsidy of rupees one lakh for citizens booking flats in schemes by private developers. 

It will also provide Rs 50,000 per house for providing urban infrastructure to schemes for economically weaker sections. According to the schemes approved by the state cabinet, slum dwellers will get a 1BHK house over a carpet area of 25-30 square metre in a four (G plus 3) or a six (G plus 5) storey apartments preferably in their present locality. 

Government land will be used to construct houses where rehabilitation is not possible in the present locality. Traders will get a shop of 15 square metre under the rehabilitation package. 

Economically Weaker Sections are classified as families with an annual family income of upto rupees One lakh. 

Low Income Group (LIG) families (with annual incomes in the bracket of over Rs One lakh upto Rs 2.5 lakh) will get houses over a carpet area of 31-50 square metre. 

The government plans to cater to 40,000 urban families in the category in 2013-14. It has earmarked Rs 400 crore under the Mukhya Mantri Awas Samruddhi Yojana for the purpose. The cost of a house is likely to be in the range of Rs 7-11 lakh excluding the stamp duty costs. 

The maximum cost of a house for EWS families will not cross Rs 5 lakh and those for LIG families will not exceed Rs 12.5 lakh. 

A Floor Space Index of 3.0 is announced for all the schemes. The beneficiaries will have to register themselves under the UID scheme. The government will provide additional Rs 50,000 per house to create urban infrastructure for the EWS schemes, while the onus will be on the developer under LIG schemes. 

EWS families and benificiaries under Slum Rehabilitation scheme will have to register their property on a stamp paper of Rs 100. Citizens, both under EWS and LIG category, buying houses from private developers will get an interest subsidy of rupees One lakh.

The Ahmedabad Municipal Corporation (AMC) will conduct a thorough bio-remediation of the Sabarmati riverfront in the coming months. This process involves cleansing the river of biological and chemical wastes including that on the riverbed using environment friendly methods.

The process has become necessary as the river will soon host an aquatic life and will conduct water sports too. A firm has also approached the Sabarmati Riverfront Development Corporation Limited (SRFDCL) for taking up the work and will give a presentation before SRFDCL board regarding the scientific process.

Over years, a large amount of waste water has been discharged into the river which has caused pollution of the overlying water and sediment in the river. The pollutants now trapped within the river bed sediment will be released into the water whenever there is activity in the riverfront. This needs to be prevented in future.

There are at present a team of 25 odd labourers who are cleansing the river of algae and weed growth in the river. Sea weed and algae can be harmful to aquatic life. We also have to ensure that the water is of 'bathing quality', according to national CPCB standards. This will sustain aquatic life.


On another front, the SRFDCL will open the road stretch on the west bank between Subhash bridge and Dudheshwar bridge on August 15. Along with the road stretch is the inauguration of a garden which features a unique sun-dial. In the entertainment section, the SRFDCL will install the zip-line in the next two months, while launching its much touted amphibian bus which is pending approval from the union road transport and shipping will be delayed, as the contractor has bought a three-year-old vehicle.

Gujarat Chief Minister Narendra Modi inaugurated the tallest building of the state at the Gujarat International Finance Tec-City (GIFT) while hoping it will be a new benchmark in financial services sector.

He pointed out that GIFT will be an inspiration and a point of reference for such initiatives coming up in the future and termed it as a catalyst that would enhance the development process. 

Modi inaugurated the tallest of ten towers-GIFT, one which is 129 metres high and has 29 floors. It will house offices of international finance, investment, trade and other financial and information technology sector companies.

The GIFT city project aims at state-of-the-art internal infrastructure encompassing all basic urban infrastructure elements along with an excellent external connectivity by roads, metro rail and Bus Rapid Transport Service (BRTS).

Spread over an area of 886 acres, GIFT city is being developed by Gujarat International Finance Tec-City Co Ltd (GIFTCL), a joint venture company of Government of Gujarat and Infrastructure Leasing & Financial Services (IL&FS).

The Rs 60,000-crore GIFT City project will house a financial services-based multi-services SEZ, a centre for domestic financial sector, corporate offices, regional offices of companies, a trade centre, housing colonies, social infrastructure and other associated amenities. 

The project is expected to create ten lakh new jobs in ten years. The Vibrant Gujarat Global Summit, 2011 saw investment commitments worth Rs 11,700 crore in the project. 

Banks from Singapore, agencies of the United Nations and organizations such as the International Monetary Fund will open offices in GIFT.

The city will use the energy-efficient district cooling system instead of air-conditioning. It will also use an automated waste collection system that sucks away garbage from buildings at high speed. 

Automated waste collection can be combined with biomass energy generation systems, so GIFT will burn waste to generate energy. Greenfield cities such as GIFT have an opportunity to test new technologies before they are adopted in existing Indian cities.

GIFT was conceived in 2007 and the idea was developed initially by a set of consultants such as McKinsey and urban development specialist Fairwood Consultants. It is being planned as a top-notch global financial centre to rival London, New York and Hong Kong.
